What crew need on the ground

Fiumicino looks too far out to be worth the trouble, and the non-stop 32 minute train to Termini is the single fact that decides whether your layover leaves the airport.

If you have

Six hours gets you into Rome, but only if the train is the only decision you make at the airport.

  1. The station is inside the airport area and the Leonardo Express runs every 15 minutes, so terminal to Termini is roughly 45 minutes each way once you have walked the airport and waited for a departure.
  2. That leaves about two hours on the ground. Monti and the Trevi area are walkable from Termini; Trastevere is not, on this window.
  3. Check the last departure before you commit. Trains leave Termini until 23:05 and Fiumicino until 23:27. Past that, night coaches towards Roma Termini exist, and a taxi from anywhere inside the Grande Raccordo Anulare to Fiumicino is capped at 80 euro.

Neighbourhoods
  • Termini

    Where the airport train lands. Hotels, late food and the interchange of metro lines A and B are within minutes, and it is the only district you reach without making a second decision.

  • Centro Storico

    Pantheon and Piazza Navona. Flat, roughly half an hour on foot from Termini, and the part of Rome that justifies leaving the airport on a short window.

  • Monti

    Directly behind Termini and above the Forum. The closest proper neighbourhood to the station, so it works when the clock is tight.

  • Trastevere

    Across the river, dense with restaurants in the evening. Worth the walk on an overnight, not on a six hour window.

  • Prati

    North of the Vatican, gridded and residential. Quieter hotels and normally priced food, on metro line A from Termini.

  • Trevi and the Spanish Steps

    The Trevi Fountain and the Barcaccia at the foot of the steps are both on Rome's protected fountain list: bathing in them, or climbing on them, is a fined offence. Throwing a coin into the Trevi is expressly still allowed.

Local laws that catch crew out

Rome enforces its urban decorum rules with reduced-rate fines and a 48 hour exclusion order, and the buyer of a fake is the one who pays.

  1. Under Rome's Regolamento di Polizia Urbana it is an offence to bathe in the listed historic fountains or to misuse them by throwing objects in, pouring liquids or substances in, putting animals in, damaging them, or climbing, clambering or lying on them. The listed fountains include the Trevi, the Barcaccia at the foot of the Spanish Steps, the fountain of the lions in Piazza del Popolo and the Gianicolo fountain. Reduced fines run from 160 to 450 euro depending on how serious the breach is. The tradition of throwing coins into some historic fountains, the Trevi among them, is expressly preserved.

  2. Whoever soils, defaces or damages historic, artistic or monumental property or places of worship faces an administrative penalty of at least 400 euro.

  3. Alcohol is time-limited in public: no retail takeaway sales or vending machine sales between 22:00 and 07:00, no glass containers on public streets or in green areas between 22:00 and 07:00, no drinking alcohol in public places between 23:00 and 07:00, and bars cannot serve alcohol between 03:00 and 07:00. Organised pub crawls, defined as routes existing purely to drink between beer halls, pubs and wine bars, are prohibited outright.

  4. A 48 hour ban from a named area can be imposed on the spot, and for a repeat offender the Questore can extend it to 60 days.

  5. Buying a counterfeit is the buyer's offence, not only the seller's. The Guardia di Finanza fines final purchasers between 100 and 7,000 euro where the fake nature of the trademark was evident, with immediate settlement at 200 euro, twice the statutory minimum.

The Leonardo Express is non-stop between Fiumicino and Roma Termini: 32 minutes, 14 euro single, a departure every 15 minutes. Aeroporti di Roma publishes departures from Termini between 04:50 and 23:05, and from Fiumicino between 05:38 and 23:27. Trenitalia sells four tickets in a single transaction for 40 euro instead of 56.

Staying connected

An Italian prepaid SIM means clearing an identity check built for residents, and a non-EU line roams in Italy with no EU price cap behind it.

TIM's own online activation route asks for a codice fiscale, the first five digits of the new SIM's ICCID, and identification either by SPID credentials or by video with photographs of an identity document and an Italian health card. A short-stay visitor has none of those.

Weather

The summer risk in Rome is not the peak temperature, it is several hot days in a row, and the state runs a formal alert for exactly that.

The Ministry of Health's national heat forecasting and warning system issues bulletins for 27 cities, grading each one daily on four levels from 0 to 3, with 24, 48 and 72 hour forecasts. Roma Capitale gives the alert season as June to September; the Dipartimento della Protezione Civile's own page describes the bulletins as running from May to September.

In Lazio the cover charge is illegal, a service charge is legal only if it was on the price list before you ordered, and refusing your card is a breach.

Lazio regional law 21/2006, article 16, bans the coperto. Where food and drink are served at table the price table or list must be put at the customer's disposal before ordering and must state any service element clearly enough for the price to be easily understood, and charging extra for the cover is forbidden. Breaching article 16 carries an administrative fine of 2,500 to 7,500 euro on the business.

What to buy

Non-EU residents can reclaim VAT on invoices over 70 euro, but the digital exit visa has to be applied by customs before the goods leave the EU.

The refund is open to travellers resident outside the EU where the value of the goods on each invoice is above 70 euro, and the goods must leave EU territory within the third month following the date the invoice was issued.
