    • Certification

      ICAO defines certification as “a formal evaluation and confirmation by or on behalf of the appropriate authority for aviation security that a person possesses the necessary competencies to perform assigned functions to an acceptable level”.

    • Background check

      “A check of a person's identity and previous experience, including where legally permissible, any criminal history, as part of the assessment of an individual's suitability” to implement a security control or hold unescorted access.

    • Recurrent checks

      Background checks are re-run “at intervals defined by the appropriate authorities”. Passing once is not permanent clearance.

  3. How to prepare

    What nobody publishes: ask the employer

    • Annex 17 sets the standard states must implement; it does not set the specific checks, the look-back period or the disqualifying offences. Those are in each country's national civil aviation security programme, and most are not published in full.
    • No timeline for a background check is published by ICAO or by most authorities. It is commonly the longest step, and asking the employer for their current turnaround is reasonable at offer stage.
