Tipping in Dubai
No authority publishes a tipping norm for Dubai, and the percentages already on your bill are not tips.
No UAE or Dubai government source publishing an expected tipping rate was found. Every figure in circulation is a guide's opinion rather than a rule, so none is stated here. Tipping is discretionary and you are not breaking anything by not doing it.
What is official is the VAT: 5%, charged on the whole consideration for the supply. If a service charge is added automatically to your bill, VAT applies to the total including that charge, not to the food alone.
A service charge is not a tip and does not necessarily reach the person who served you. Hotel bills in Dubai commonly carry a service charge and a municipality fee on top of VAT, which is why a bill can land noticeably above the menu prices. The rates for those two are reported in the press rather than published on a Dubai Municipality or Department of Economy and Tourism page found here, so they are not stated.
Hotel stays also attract the Tourism Dirham, a per room per night charge introduced by the Department of Economy and Tourism. The rate bands by hotel category circulate widely but no official page publishing them was found, so read your own folio rather than a figure from a blog. On a crew hotel this is normally the airline's problem rather than yours.
